The Township of Minden Hills owns a water pumping and distribution system and a wastewater treatment plant and collection system in the Town of Minden. These facilities are under contract to the Ontario Clean Water Agency (OCWA) for the operation and maintenance only. The water is supplied from two wells and chlorinated prior to being pumped to the distribution system. The wastewater treatment plant is an extended aeration activated sludge process with tertiary treatment and has a capacity of 945 m3 / day and a peak flow of 3410 m3 / day. The effluent is treated with chlorine prior to entering the Gull River. There is approximately 13,000 meters each of water distribution and sewer collection infrastructure in the systems. Fire hydrants are provided throughout the Town of Minden. The Township of Minden Hills is in the process of reviewing the extension of both the water distribution and sewer collection systems in order to accommodate further growth within the Town of Minden
Drinking Water Systems Regulation O. Reg. 170/03 Notice
The Ontario Ministry of the Environment requires all Municipalities to make available to the public, an Annual Report, Drinking Water Systems Regulation O. Reg. 170/03 from the previous year of operation. This report is now available at the Township of Minden Hills Administration Office at 7 Milne Street, Minden, Ontario K0M 2K0, for public review. Water & Wastewater Information
As part of its responsibilities for water distribution and wastewater treatment and collection, the Environmental Services Department maintains and enforces a Quality Management System (QMS) Policy as follows:
|Quality Management System Policy
The Corporation of the Township of Minden Hills, its Management and entire staff are committed to the principles and objectives set out in our QMS Policy. Our Policy is to:

The Corporation of the Township of Minden Hills entire staff will act to ensure the implementation of this Policy and will monitor progress of the Quality Management System (QMS).
There are currently 544 metered users on the water system. New home/business builders are required to purchase a township approved water meter and installation costs.
Water Meters and Rates
Village of Minden:
Water meters are read on a quarterly basis beginning at the end of March and ending at the end of December. Most water meters are located inside the house/business where the service line enters the home. The usage rates for 2018 are as follows:
- The fee for water use in the Village of Minden shall be $2.86 per cubic metre
- The minimum amount of each quarterly water bill shall be $118.05
Lutterworth Pines Community Water Rates:
For the year 2018, the annual flat rate usage fee for each water customer in Lutterworth Pines shall be $1,102.50, payable in four (4) equal installments on a quarterly basis.
The Minden Hills Water system is not a revenue based system in that only the users of the system pay for the system and its upkeep.
Fire Hydrant Flushing
Hydrant flushing is done twice a year in the spring and fall. This is done to ensure that the hydrants are operating properly as well as flushing out the distribution lines that service the consumers on the water system. Please refer to the Hydrant Policy for more information.
The town has a water tower located at 2 St. Germaine St. It has a storage capacity of 1500 cu/m. that is the equivalent of 330,000 gallons of water. The Minden water system has backup generators to maintain our water services in the event of a power outage.
Public Water Tap
There is a public water tap located at the municipal parking lot in downtown Minden (Old Fire Hall) on Pritchard Lane. The coin operated system fees are .25/4 liters, change is available at the main office at 7 Milne St.
Water System Annual Reports:
- Sewer flushing is done once per year to insure the collection pipes are clear and manholes are free of debris.
- The Wastewater treatment plant treats approximately 560/cu.m/day, it has the capability of treating 945/cu.m/day.
- The Wastewater treatment plant has a backup generator system which allows the plant to function during a power outage.

Sewer bills shall be issued to the owner of each and every property served by the Minden Sewer System, based on quarterly water metre readings. Sewer rates for 2018 are as follows:
- The fee for sewer use in Minden Hills shall be $3.11 per cubic metre
- The minimum amount of each quarterly sewer bill shall be $147.60
